The product publishes a level only where it can stand behind one. This page shows where that is, how fresh each level is, and which reservoirs keep a level if the SWOT mission ends.

A ring means one of two things the map cannot yet tell apart. Either the product declined to state a level because it could not stand behind one, or the satellite could not measure one. Each reservoir’s record says which.
